As Executive Director of the Business Management Office (BMO) for the Office of the Chief Information Officer (OCIO), Melissa Bruce oversees effective development, governance, and advocacy of the overall $6.8B IT budget of the Department of Homeland Security. She is responsible for managing over $500M in appropriated, working capital and reimbursable funding for OCIO. Ms. Bruce oversees IT policy development, Federal IT Acquisition Reform implementation, the DHS Capital Planning and Investment Control process, as well as many other governance and compliance processes such as IT Acquisition Reviews and the Paperwork Reduction Act. She is the principal advisor to the CIO, Deputy CIO, and executive leadership in managing the organization’s activities in planning, programming, budgeting, and execution tasks.
Prior to her current position, Ms. Bruce served the DHS Office of the Under Secretary for Management as Acting Chief of Staff, where she provided counsel and leadership on homeland security-related initiatives, operations, and programs. Ms. Bruce advised on the formulation of strategic plans and policies for management programs within DHS specifically related to human capital, facilities, logistics, security, finance, information technology, and procurement. She represented the Under Secretary on issues related to management policies and programs that had a DHS-wide, national, and international impact; and provided executive-level support to the Under Secretary’s subordinate managers.
Ms. Bruce began her DHS career as Budget Branch Chief in the Office of Operations Coordination and Planning, then joined OCIO EBMO as the Performance Management Division Director, where she led cross-cutting functions including information technology budget review, capital planning and investment control, strategic planning, budget formulation, and performance management.
Prior to joining DHS, she was a Senior Associate for PricewaterhouseCoopers and a Senior Program Control Analyst for L-3 Communications Integrated Systems.
Ms. Bruce holds an M.S. degree in information systems from Baylor University and a B.B.A. in financial management from Abilene Christian University. She is a Certified Government Financial Manager and a Project Management Professional.
