Deputy CIO for Information Enterprise

Mr. Randall G. Conway is a member of the Senior Executive Service (SES) and is currently serving as the Department of Defense Deputy Chief Information Officer for Information Enterprise (DCIO-IE). Mr. Conway has extensive experience in planning, training, operating, and managing communications and information technology systems, services, and applications within the Office of the Secretary of Defense, The Joint Staff, United States Army, Joint Operational Commands, and the MITRE Corporation.
As the DCIO-IE, Mr. Conway provides technical expertise, policy guidance, and leadership to drive OSD processes and actions to realize an integrated Department-wide implementation of the Joint Information Environment (JIE) and its two primary sub-components called the Joint Regional Security Stack (JRSS) and the Mission Partner Environment Information System (MPE-IS). Additionally, he leads the CIO priorities in the areas of cloud computing, architecture development, and enterprise services for the larger DoD Information Enterprise. He supervises the development of implementation plans, budgets, their execution, measurements, resourcing strategies, and ensures DoD-wide information technology standards are prescribed and enforced and recommends the elimination of duplicative IT systems within the DoD information environment.
Prior to assuming his current position, Mr. Conway served as the Principal Director to the DCIO-IE for all JIE activities and the Director for Command, Control, Communications, and Computers (C4) and Information Infrastructure (C4II). In his capacity as Director, he set priorities and direction in the areas of aerial, space, and terrestrial communications capabilities; command and control systems and mission applications; Defense Information Systems Network (DISN) services and gateways; network management and operations; position, navigation, and timing (PNT); commercial mobile devices and wireless; and personnel recovery systems. This included policy development, technical analysis, assessments, strategic direction, standards development, and architectural representations within each area.
Mr. Conway commissioned as a Distinguished Military Graduate from the University of North Alabama. He holds a Bachelor’s degree in Accounting and holds a Master’s degree in Military Art and Science from the Command and General Staff College. He served 26 years in the Army Signal Corps in a multitude of leadership, command, and staff positions within DoD where he earned numerous military awards, decorations, and honors. Upon retirement, Mr. Conway joined the MITRE Corporation and served two years supporting the Defense Information Systems Agency and the Assistant Secretary of Defense for Networks and Information Integration on a multitude of high visibility IT issues and projects. He joined the Federal Government in 2008.
