Prior to joining FEMA, Patsy Garnett served 27 years in Federal Service where her focus has been information technology and information management reform, and leading the federal government toward efficiency in its service to the public in both technology and business practices.   Her experience from previous positions at Federal Student Aid (FSA), the Nuclear Regulatory Commission (NRC), the U. S. Department of Housing and Urban Development (HUD), the Pension Benefit and Guaranty Corporation (PBGC), the Environmental Protection Agency (EPA), the National Labor Relations Board (NRLB), and the U. S. Patent and Trademark Office (USPTO).  She has improved governance and oversight of information technology investments; led the successful transformation and modernization of IT Programs to achieve cost savings; launched comprehensive IT transformation initiatives to streamline business processes, as well as standardize and leverage the IT infrastructure, and improving agencies ability to respond to change in a timely fashion.
