Led by moderator, Francis Rose, Federal News Radio, the CIOs will explore the August 6th “CIO Memo” from OMB Director Jacob Lew that makes some sweeping changes that will impact the government agencies and contractors alike. The panelists will address the four main provisions and the impact on the roles and responsibilities of the CIO in the areas of budget authority and cybersecurity. The audience will be invited to engage in a lively “question/answer” session .

Darren ash Darren Ash

CIO, NRC

Mr. Darren B. Ash is the Deputy Executive Director for Corporate Management in the Executive Director's Office of the U.S. Nuclear Regulatory Commission (NRC). Mr. Ash provides policy direction, leadership and oversight for information technology (IT), information management, information systems security, space planning and facilities management, rulemaking, acquisition management, and centralized administrative service activities at the NRC. He also serves as the Agency’s Chief Information Officer, Chief Freedom of Information Act Officer, and Senior Accountable Official for Data Quality.

Prior to joining the NRC, Mr. Ash worked as Department of Transportation's (DOT) Associate Chief Information Officer for IT Investment Management. For close to two years, he led DOT's information assurance & security, privacy, enterprise architecture, capital planning, and information resource management activities. He began working at DOT in 2003, where he led their capital planning and enterprise architecture efforts, in response to the Clinger-Cohen Act and the E-Government Act of 2002.

Matthew Perry Matthew Perry

CIO, OPM

Matthew Perry was appointed as the Chief Information Offi cer (CIO) on February 21, 2010, he is responsible for information technology and innovative solutions to support the OPM mission to recruit, retain,and honor a world class workforce.

Prior to becoming the CIO, he was the Program Director for Enterprise Human Resources Integration (EHRI) and Project Manager, Retirement Systems Modernization. EHRI supports human resources management across the Federal Government at all levels from frontline employee to senior management.

John Teeter John Teeter

Deputy CIO, HHS

John Teeter is the Acting Chief Information Officer and former Chief Enterprise Architect for the U.S. Department of Health and Human Services (HHS). In this role, he is responsible for all aspects of information resources management including several enterprise programs which include information technology strategic planning and performance management, information technology capital planning and investment control, enterprise security, information technology project management and the development, maintenance and use of the HHS enterprise architecture.

Mr. Teeter has served HHS for over 28 years in various capacities. He has held many positions in the areas of information technology project and program management but has focused his attention for the last several years on enterprise information resources management programs and enterprise architecture endeavors.

Francis Rose Francis Rose

Host of “In Depth with Francis Rose,” 1500 AM Federal News Radio (Moderator)

Francis Rose, host of “In Depth with Francis Rose,” joined Federal News Radio in 2006 as the producer and news anchor of the station’s morning drive program.

He has a broad range of experience, having covered all three branches of the Federal government as a broadcast journalist since 1998. As the host of “In Depth,” Francis has created several high-profile series including “The Federal Drive News Countdown.” This is a live weekly recap of the most important news stories chosen by members of the Federal community.

Francis’ 25-year broadcast career includes positions with ABC Radio, CBS Radio and Westwood One. Before joining Federal News Radio, he covered the executive and legislative branches of government as a host and anchor on C-SPAN Radio. While at the network, he hosted the weekly "Supreme Court Oral Argument" and produced and hosted countless long-form historical programs, including an acclaimed retrospective on the 50th anniversary of the Army-McCarthy hearings.

Francis enjoys and maintains involvement in the Federal community as a host of panel discussions and live broadcasts from events throughout the Washington area such as FOSE. He studied English at York College of Pennsylvania and Towson University. Francis lives in Maryland with his wife and son.
