Judith Zawatsky is an experienced federal leader with proven success uniting multiple stakeholders to create innovative program and policy solutions. As the Program Manager of the Multiple Award Schedules (MAS) Transformation Program Management Office (PMO), Ms. Zawatsky oversees all initiatives that impact the Schedules program. Her goal is to provide GSA’s stakeholders with a MAS program that addresses current market forces and provides government with a streamlined, value-based contracting solution that continues to save time and money well into the future. MAS Transformation is focused on these outcomes.
Prior to her current role, Ms. Zawatsky served as the Director for Outreach & Stakeholder Management in the Integrated Award Environment (IAE). Ms. Zawatsky analyzed and advised on federal policy, guidance and regulations that impacted IAE, such as the Digital Accountability and Transparency Act of 2014. In addition to overseeing the Federal Service Desk, she led all IAE outreach, including federal agency and commission customers, more than a million system users and a multitude of other acquisition and assistance community stakeholders to foster transparency, quality and continuous improvement.
Previously at GSA, Ms. Zawatsky was a Senior Advisor in the Office of Acquisition Management where she established the independent Acquisition Systems Group to foster acquisition integrity, visibility and accountability. Additionally, she served as Chief, Special Programs Branch of the Multiple Award Schedules (MAS) Program Office where she developed and implemented innovative approaches for transforming acquisition processes and program implementation for federal and state and local access.
Ms. Zawatsky received a 2016 Fed100 award for her work as the IAE Director of Outreach and Stakeholder Engagement. She has also received multiple GSA Administrator and Commissioner awards for operational excellence and process improvement. She is a Lean Six Sigma Black Belt, and served on the Blue Ribbon Multiple Award Schedule Advisory FACA Panel.
Ms. Zawatsky draws on 18 years of expertise prior to government service as a commercial consultant in government contracting and business processes. She studied Business Administration at the University of Maryland and holds a diploma from Georgetown University’s Institute of Comparative Political and Economic Systems. Judith is a Harry S. Truman Scholar for Public Service.
