About AFFIRM and this Plan

AFFIRM is the Association for Federal Information Resources Management. We are a non-profit 501(C)3 organization dedicated to improving the management and strategic direction of Government Information Technology (IT).

AFFIRM brings people together in a neutral environment to learn from one another—across federal, state and local IT agencies, industry, nonprofits, and academia. We educate and inform the federal IT community, and nurture and mentor the next generation of IT leaders to address high level IT and management issues.

AFFIRM focuses on senior management issues from a multi-agency and functionally diverse perspective. We help our members gain a broader, more informed viewpoint in order to be more effective.

This plan describes the organization’s major focus toward providing membership benefits and establishing a path for sustained organization growth. Sound management and measurement is an inherent part of achieving these objectives. While this plan focuses on overall AFFIRM strategic objectives, the organization has committee plans that detail the strategies for improved baseline membership data, additional educational opportunities, increased communication to the membership and potential members to continue to validate the value proposition of the organization, and enhanced financial sustainability.

Mission Statement

We are a non-profit, volunteer, educational organization whose goal is to improve the management of Information Technology for the Government.

AFFIRM Vision Statement

To be the premier organization that provides educational and professional development opportunities to government and industry executives and senior managers and a neutral forum for communication of government IT issues, challenges and solutions.

Strategic Objectives

In priority order, the AFFIRM strategic objectives are to:

1.Deliver seminars and training programs that facilitate information sharing across industry and government members and in support of effective government through the strategic management and use of technology.

2.Continually increase and sustain government, industry and academia membership to enhance AFFIRM’s strategic value.

3.Be effective stewards of AFFIRM finances to ensure AFFIRM’s long-term sustainability.

4.Provide educational scholarships to support those entering the Federal Government or Federal technology workforce.

Objective #1 Seminars & Training Programs
Strategy: Develop seminars and training programs that facilitate information sharing across industry and government members and in support of effective government through strategic management and use of technology.

Plan

  • Create an Advisory Board comprised of a cross functional government and industry senior executives (CXOs) to provide guidance for AFFIRM Board.
  • Interface with the Office of Management Budget and Federal CIO Council to ensure on-going alignment with management challenges for policy and government initiatives and mandates.
  • Encourage engagement of Sustaining Partner SME’s to shape/ influence/ participate in events with Planning Committee or as table hosts.
  • Implement an affordable fee system according to the size of the company and the event popularity.
  • Implement internal business process that results in follow-up email validation of attendance at training event to receive Continuing Education Credits.
  • Work with like minded organizations to increase involvement within AFFIRM.

Target Outcomes/Metrics

  • 80% or more of the program participants rate the program as being effective (“4” or higher on the survey form).
  • Government representatives comprise 33% of the attendance.

Objective #2 Enhance Membership

Strategy:Increase government, industry & academia membership to enhance strategic impact of AFFIRM.

Plan

  • Develop strategic partnerships with other educational organizations and events to increase AFFIRM’s brand recognition.
  • Create an initiative to specially appeal to GS 12-14s and mid-level careerists to expand reach beyond the traditional community, serving executives and senior managers.
  • Work with like-minded organizations to increase involvement within AFFIRM.
  • Identify and rotate events to be held at specific agencies to increase awareness of AFFIRM.
  • Work in partnership with organization “C” suite leadership to create and market programs to government agencies.

Target Outcomes/Metrics

  • Increase individual government membership by 50% for each year.

Objective #3 Sustainability
Strategy:Be effective stewards of AFFIRM finances to ensure AFFIRM’s long-term sustainability.
Plan

  • Develop an initiative to increase the value proposition to sustaining partners.
  • Establish a mentor/protege program to formalize succession planning within the AFFIRM Board.
  • Add individual non-government membership for individuals in industry who do not have a company that is part of AFFIRM, but still wish to be involved.
  • Call for Volunteers. Establish a committee to assess recruitment needs and define core competencies.
  • Leverage the life time membership to get more involvement.

Target Outcomes/Metrics

  • Increase the financial revenue by 10% to sustain program activities.
  • Maintain a reserve account that is no less than 33% of the annual operating budget.
  • Collect 95% of money committed by sponsors within the fiscal year.

Objective #4 Educational Scholarships
Strategy:Provide educational scholarships to support those US citizens entering the Federal Government or the Government technology workforce.

Plan

  • Develop an initiative to track and document where the scholarship money is going.
  • Develop an initiative to track the progress of the scholarship recipients’ educational progress.
  • Develop key relationships with a core group of schools, with more focus on giving money to minority and under-served areas.
  • Re-establish the job shadowing program.
  • Offer attendance at AFFIRM lunches for students on a special invitation basis.

Target Outcomes/Metrics

  • 80% of scholarship recipients enter the Government technology workforce within 1 year of graduation.
